Permit to decontaminate PCB equipment
How to apply for a permit to replace PCB containing fluids in equipment by suitable fluids not containing PCBs.
The validity of the permit
The permit is valid for decontamination of equipment contaminated with PCBs according to 14 and 15 §§ of förordning (2007:19) om PCB m.m. (the PCB ordinance).

Decontamination implies to the replacement of a product containing PCBs to a suitable product not containing PCBs.
The permit could be regarded as an authorization to conduct PCB decontamination actions of equipment. It is the contractor who is liable to have a permit and not the owner of the equipment. Permits are usually granted for a specific time, usually for a two-year period.

Supervision
The municipal environmental department is the supervisory authority for decontamination actions for equipment containing or contaminated by PCBs.
Application
In order to be granted a permission you need to verify that your company can provide relevant competence and experience. It is also necessary that the application includes a description on how the decontamination will be executed in terms of technical methods and environmental protective measures.
Time for processing
The processing time for a complete application can be estimated to about six months. If the investigation requires, the processing time could be extended by another two months.
