An active network of AQ civil servants from national and local level
With the aim of establishing a regional dialogue on availability, communication, acquisition, and usage of emission and AQ data.
The project proposes to enhance regional institutional cooperation on a technical level, (national and local level) to promote peer to peer learning, knowledge exchange and to increase sustainability of the project activities and results. The medium-term outcome of the component is: An active network of AQ experts from national and local level.
Network meetings will be based on the three components of Swedish EPA and SMHI work:
- Increasing the use, access and visualisation of already collected air quality data
- Improved capacity at National level for guidance to local self-governments regarding air quality management
- Emissions inventorying ahead of action plan and dispersion modelling.
Target groups
Ministries of Environment, Environmental Protection Agencies, Hydromets and local governments participating together with experts from SMHI and Swedish EPA and other relevant actors such as EEA and NALAS. The network will be used to offer support to Emission Inventorying and Increased availability of historical AQ-data and National level guidance towards municipalities in relation to obligations at local level as a result of the regional assessments and work with pilots.

Network Meetings
1st Meeting 26-27th of April, Montenegro
Reporting, access, and visualisation of AQ data (EEA, SMHI, Swedish EPA)
Overall purpose of this first meeting is to 1, meet each other – to start the network. In between the countries and between countries, and 2, put air quality data collection and accessibility on the table.
2nd Meeting 8th–9th of November in Ohrid, North Macedonia
Regional network meeting on the role of local self-governments in air quality management and communication
The focus of the meeting was the role of local self-governments in air quality management and communication. We specifically be addressed the themes such as why air quality management is important at the local self-governments level, possibilities for improving cooperation between municipalities and national-level institutions, air quality planning, measures to improve air quality, and strategic communication regarding air quality.
3rd Meeting 29th-30th of May, Durrës, Albania
Emissions inventorying ahead of action plan and dispersion modelling
This was the third and final network meeting during phase 1 of implementation of the programme Partnership for Improving Air Quality in the Western Balkans.
The purpose of the meeting was to present the tools that have been developed over the last two years, and their practical application in select countries.
All tools support the development of air quality plans and were presented within the larger context of urban planning.
