
Environmental cooperation with the USA
A renewed Letter of Cooperation between Sweden and California was signed in 2024 to deepen the partnership for a green transition through climate and innovation collaboration.
The Swedish EPA’s climate cooperation with the State of California was initiated in 2017, when Sweden signed a Letter of Cooperation with the Governor of California. A renewed Letter of Cooperation was signed in 2024 to deepen the partnership for a green transition through climate and innovation collaboration.
The overarching goal of the cooperation is to suppress climate change by developing the emissions trading systems in both the EU/Sweden and California, and to develop policy measures for transport efficiency.
The Swedish EPA and the US Environmental Protection Agency has started a dialogue on a potential cooperation on permitting processes for mining and industry, and circularity in regards to the use of critical minerals to enable a green transition.
Emissions trading system
The Swedish EPA cooperates through knowledge exchange with California Air Resource Board (CARB) in numerous areas, such as FIT for 55, carbon border adjustment, scoping plan developments, sustainability criteria, carbon capture and storage (CCS), biofuels, industrial decarbonization and leakage risk.
The cooperation provides important knowledge to both Sweden and California. For example, the Swedish EPA is learning from CARB on sectors that are already covered by the emissions trading system in California, and soon will be introduced in the EU through the EU ETS 2. CARB is learning from the Swedish EPA on the EU Carbon Border Adjustment, as this measure could be implemented.
Transport Efficiency
The Swedish EPA, the Governor’s Office of Planning and Research (OPR) and CARB are sharing knowledge on policy and transport planning for reducing vehicle kilometers travelled.
Sustainable Development Goals
The cooperation is contributing to the following sustainable development goals within the Agenda 2030: Climate action, Good health and well-being, and Industry, innovation, and infrastructure.
Moreover, gender equality and equity are important aspects of the cooperation, as well as ongoing discussion on the impact of policy measures on various societal groups.
